| The real estate
market is very active. This is resulting in a number of
requests for water service requirements for vacant land
from prospective buyers and/or their land brokers. Many
of these requests are verbal and informal. The Palmdale
Water District's Engineering Department is responsible
for establishing any requirements or conditions and any
estimates of fees and charges for providing water service
to currently unserved properties within the Palmdale Water
District. The amount of time and effort needed to thoroughly
consider the requirements and fees can be extensive.
To assist land owners
through the process of providing water service to their
properties, we have provided the following steps as
a guideline to begin meeting the requirements set forth
by the District. Although this section of our web site
provides general preparation and overviews addressing
related fees and requirements, Land Developers will
still need to contact the district's engineering department
to oversee and complete this process. |

Step 1. Initiate
Requirements and Conditions Request - The Engineering Department
must obtain a written request from the property owner before any
requirements or conditions, estimate of fees and charges for providing
water service can be quoted. A conceptual design, approved
tentative map, and fire department mark-up may also be required at the time of request.
Note: The written request must
come from the property owner of record or the owner's agent. No
verbal or written request from a potential property buyer or land
broker will be acted on.
Step
2. Proof of Ownership - Gather proof of ownership,
or documentation proving authority to authorize water service
to the property under development - This can be in the form of
but not limited to, Quit Claim Deeds, Grant Deeds, Closed Escrow
Papers, Power of Attorney from Property Owner.
Step
3. Water Service Availability Assessment –
Contact the Palmdale Water District’s Engineering Department
and provide the property APN. Engineering will then determine
the availability of water to the subject property. While the Engineering
department can provide a verbal estimate over the phone or at
the Engineering counter, all requests for a written response must
be in written form from the owner of record of the property.
Step 4.
Fee Assessment – the Engineering Department will
provide an estimate of the applicable fees. These include but
are not limited to the Capital Improvement Fee, Assesment Parity Charge, and Cost of Construction of Service Line/Meter.
Other fees which may be applicable depending on the property location
are a Front Footage Fee and/or Lake Palmdale Drainage Fee. As with the water service availability
requests, all requests for a written response must be in written
form from the owner of record of the property.
Step
5. Fire Flow Availability Assessment - Acquire
an approved and stamped Fire Flow Availability Form for the property
from the Fire Department. The front of the form must be filled
out completely and signed by the owner. In addition, it must have
the original fire department stamp and the flow requirement noted
on the face of the form. The Palmdale Water District will then
issue it’s own flow availability form that has been approved
by the Fire Department.

Step
6. Plan and Construction Process -
A:
If the property owner is developing a single residential parcel,
and the infrastructure is sufficient to provide adequate service
as determined by District staff, the owner has the option to request
the District install of the service line and meter connection
to the parcel. The following are typical steps for this process:
1. Pay Fee Assessment and
Installation fees.
2. Install Service- per customer-supplied staking for proposed
meter location.
3. Make Application for service
B:
If the property owner is developing a single residential parcel,
and the infrastructure is sufficient to provide adequate service
as determined by District staff, and has decided to have a private
contractor install the service, the owner is required to submit
plans for the proposed installation of pipeline and service connection.
The following are typical steps for this process:
1. Plan Check & Design
Process (section 1-06 of Standard Specifications)
2. Pay Fee Assessment and Inspection Fees
3. Inspection Process (section 1-05)
4. Construction Process (section 1-08 thru 1-12)
5. Submit easement documents (section 1-07 if applicable)
6. Final Construction Acceptance (section 1-13 thru 1-14)
7. Start of One year Warranty Period (in conjunction with final
acceptance)
8. Make Application for service.
